Park Commissioner

Billerica elected a three-member Board of Park Commissioners after the March 1913 town meeting accepted the park commission sections of the Revised Laws (Chapter 28) and chose J. Nelson Parker, Frederic S. Clark and Warren H. Manning for terms of one, two and three years. One commissioner was then elected each year for three years. The commission cared for the Common at the Centre, Fordway Park at the new Fordway Bridge and the Charles H. Kohlrausch, Jr. Playground, and worked with the Tree Warden on the trees of the public grounds.

The town accepted Chapter 221 of the Special Acts of 1930 at its 1932 annual meeting, making the selectmen (enlarged to five) a Board of Public Works that took over the powers of the park commissioners, water commissioners, highway surveyor and tree warden from the 1933 annual meeting. A 1934 act to abolish the Board of Public Works and restore a park commission was put before the town, but the Board of Public Works continued, and no separate park commission is listed after 1933.
